As Delhi Becomes Smog Capital, It Should Take A Lesson Or Two From Beijing To Tackle Pollution

Delhi continues to blanket in dense smog as air pollution has reached peak level. The air quality in the capital and NCR is between severe to hazardous zone leading to a spike in respiratory and visibility problems. 

Beijing’s local government is working on a target to bring down the average PM2.5 level to 60 micrograms per cubic metre in 2017 from the 73 last year (Delhi’s annual average over the last three years was 132). Experts say Beijing and other polluted provinces have recorded a consistent improvement in air quality in line with the targets set for them.

Here’s how the city tackles pollution:

Blue Alert

AQI predicted to be greater than 200 and lasting one day.

* Advise vulnerable people (children, elderly, CVD patients and other chronic disease patients) to limit outdoor activity

* Middle schools, elementary, schools and kindergartens to reduce outdoor activity

* Enhance dust-control measures

Yellow Alert

* Middle schools, elementary schools and kindergartens to stop outdoor activity

* Ministries of environmental protection, health and education to enhance public awareness of health protection

* Emission reduction through use of public transit

* One additional cleaning of key streets every day

* Reduce use of volatile materials, outdoor painting, cutting and demolition procedures

Orange Alert

AQI greater than 200 and lasting three days, with occasional daily AQI greater than 300

* Medical and health institutions to give directions on how to get medical advice

* Promote off-peak working schedules

* Ban automobiles with older (National I and II) emission standards

* Shut down and restrict construction activity

* Stop transportation of construction waste and gravel

Red Alert

AQI greater than 200 and lasting four or more days, with two days recording daily AQI greater than 300; OR AQI greater than 500 for one or more day(s)

* All people to avoid outdoor activities

* Outdoor workers to wear masks

* Middle schools, elementary schools and kindergartens to employ flexible schedule

* Medical institutions to deploy more personnel to ensure proper diagnoses and prescriptions

* Promote off-peak work shifts and remote working

* Implement odd-even car plate number road use

* Use external power instead of locally generated electricity
